As the parent/guardian works through the appeal process at each level, if the designee upholds the principal's decision, then the parent/guardian may appeal to the next level within ten business days. If the Superintendent of Schools upholds the decision of the school principal to place rather than promote the student, the parent has the right to appeal within ten days to the Wicomico County Board of Education by submitting a letter in writing to the board president (Level V). The school team must be prepared to present additional placement documents, beyond the required retention/non-promotion packet including current student assessment information, documented intervention services rendered, and/or attendance data denoting the need for a student to be placed in the next grade for the next school year if requested by the Director of Elementary Education, the Chief Academic Officer, the Superintendent of Schools, or the Wicomico County Board of Education. Each level of the appeal process will generate a formal letter stating the rendered decision to the parent and copied to the school team and the student's cumulative record. D. Promotion 1. A student is promoted from one grade level to the next upon successful completion of each grade as determined by the classroom teacher and the school principal based on the student's academic performance and attendance throughout the school year. 2.
