BOX 1538 2424 NORTHGATE DRIVE., SUITE 3, SALISBURY, MD 21802-1538 INS-SCH-PR-007 must be made through the assistance of pupil personnel workers, home school liaisons, student advisors, and/or school counselors. Face-to-face conferences must be held before the end of the third (3rd) marking period. A formal letter following the conference documenting the discussion must be mailed to the parent/guardian and a copy retained in the student's permanent record and Student Services Team file. 4. During the fourth marking period, evidence must be collected through an examination of multiple factors suggesting that another year in the same grade with appropriate instructional experiences will result in academic success. This information will be summarized by the teacher using the "Non-Promotion/Placement" form and compiled into a packet. Evidence shall include: i. All Mid-term and Marking Period Report Cards for the entire school year. ii. Individual student achievement data on current grade level county assessments, norm referenced assessments, state assessments, local school assessments, and/or other assessment(s) from the student's current grade level experience. iii. Current Student Services Plan and any Intervention Progress Monitoring data. iv. Light's Retention Scale. This instrument is completed through the collaborative efforts of the teacher and parent. It is not meant to be the final decision-making tool. v. Attendance report from X2/Aspen. vi. Parents/guardians of students for whom non-promotion is determined must be afforded a face-to-face conference during the last three weeks of school with a team consisting of the principal, assistant principal, teacher making the retention/non-promotion recommendation and other appropriate staff members as identified by the principal. The team will meet to review the teacher's recommendation packet. The final decision to retain/non-promote requires the school team to create a formal, written, detailed Student Services Team Individualized Learning Plan for the student to be used and monitored by the SST during the following school year. vii. Parents/Guardians who are not in agreement with retaining their child for the coming school year instead of a promotion must follow the appeal process, in writing, to the principal (Level I), followed by the Director of Elementary Education (Level II), the Chief Academic Officer (Level III) and then the Superintendent of Schools (Level IV). As the parent/guardian works through the appeal process at each level, if the designee upholds the principal's decision, then the parent/guardian may appeal to the next level within ten business days. If the Superintendent of Schools upholds the decision of the school principal to retain rather than promote the student, the parent has the right to appeal within ten days to the Board of Education by submitting a letter in writing to the board president (Level V). viii. The school team must be prepared to present the placement/non-promotion documents, beyond the required retention/non-promotion packet which will include current student assessment information, documented intervention services rendered, and/or attendance data denoting the need for a student to remain in the same grade for a second school
