BOX 1538, SALISBURY, MD 21802 INS-SCH-PL-028 Grading, Promotion, and Retention Systems Policy The Wicomico County Board of Education (WCBOE)believes in a fair and consistently applied grading, promotion and retention system for all students at Wicomico County Public Schools (WCPS). Grading and promotion at WCPS provides important information about a student’s progress and performance in relation to their ability and in relation to standards for individual classes. The purpose of this policy is to assure the proper procedure for student grading, promotion, and retention at WCPS. The primary purpose of grading is to keep parents and students fully informed of a student's progress and to provide a continuous and accurate record of each student's achievement. WCBOE directs the Superintendent of Schools to create procedures to implement this policy and ensure compliance with COMAR 13A.03.02.01-.12, COMAR 13A.06.02.01-.05, and all applicable education article provisions as they now exist or may be amended in the future.
